How do I stop my dog from digging inside?

I have a 7 year old, male, unneutered black lab who digs inside and outside. To be honest, I could care less if he digs outside but digging inside and ruining carpet is unacceptable. He gets two long walks each day so lack of exercise doesn’t seem to be the issue here. During the day he is confined to a 600 sq. ft. room, has a dog bed, toys, food/water and even has a dog companion. Declawing doesn’t seem like a good option for dogs. I don’t know what else to do? Would neutering make a difference?
